[SMM Hydrogen Policy Update] Qingdao Municipal Bureau of Industry and Information Technology: Issuance of the "2026 Qingdao Municipal Guidelines for Applying for Subsidy Funds to Support the Reduction of Hydrogen Fuel Cell Vehicle Refueling Costs"

On October 24, the Qingdao Municipal Bureau of Industry and Information Technology issued the "Qingdao 2026 Guidelines for Subsidy Fund Projects to Support Reducing Hydrogen Refueling Costs for Fuel Cell Vehicles." These guidelines, formulated based on the "Several Measures for Accelerating High-Quality Development of the New Energy Automotive Industry in Qingdao" and its implementation rules, aim to reduce hydrogen refueling costs for fuel cell vehicles and promote the development of the hydrogen energy industry.

I. Application Conditions

1. The applicant must be a hydrogen refueling station operating within the administrative region of Qingdao;
2. Hydrogen sales must occur between January 1, 2024, and December 31, 2024 (based on the invoice issuance date);
3. The end-user selling price of hydrogen should not exceed 35 yuan/kg;
4. The hydrogen refueling station must complete the project completion acceptance filing by December 31, 2024, and obtain the "Gas Cylinder Filling License."

II. Reward Standards

A subsidy of 15 yuan/kg will be provided to the hydrogen refueling stations for their operations in 2024.

III. Application Materials

Required documents include: application form for subsidy funds, "Gas Cylinder Filling License," data exported from the hydrogen refueling station system (including refueling time, quantity, etc.), vehicle hydrogen refueling records (including license plate numbers, refueling time, quantity, etc.), a list of input invoices for hydrogen purchases in 2024 (or a statement and proof of hydrogen source), a list of output invoices for hydrogen sales in 2024 (Golden Tax System), construction approval and completion acceptance filing materials for the hydrogen refueling station, an operational status report, and a commitment letter attesting to the authenticity of the application materials. All relevant documents must be stamped with the enterprise's official seal and uploaded in the designated format.

IV. Application Procedures

1. Enterprise Application: After 2:00 PM on October 24, log into the "Qingdao Policy Pass" platform to register and apply. Submit the application to the local district (city) MIIT department before October 31;
2. Preliminary Review by Districts/Cities: The district (city) MIIT departments will review the authenticity and completeness of the materials, check for any business credit violations, and seek opinions from multiple departments. By November 7, they will submit recommendation documents to the Qingdao Institute of Industrial Economics;
3. Completeness Review: The Qingdao Institute of Industrial Economics will compile the materials and conduct an initial review of their completeness and legal compliance, then recommend them to the MIIT;
4. Municipal Review: The MIIT will conduct a re-review, organize expert or third-party evaluations, and, if necessary, perform on-site inspections to determine the enterprises eligible for subsidies and the amounts.

V. Relevant Requirements

District (city) MIIT departments must ensure that the preliminary reviews are fair and impartial; applying enterprises are responsible for the authenticity of the submitted materials and must cooperate with verifications and performance evaluations. Enterprises receiving support must accept supervision and inspection. If listed as a subject of credit punishment or found to have violated the "green threshold" system, the support will be revoked.
